The guideline No. 1/76 for the development and processing of operational processes (OV) was issued by the Council of Ministers of the German Democratic Republic , represented by the Ministry for State Security , in January 1976. [1] She belonged to the Erich Mielke era , who headed the MfS from 1957 to 1989.

"
