Andres Matias de Pes Marzaraga was a geographer and cartographer Spanish born in Cádiz in 1653 and died in Madrid in 1723 . He reached the rank of admiral of the Royal Spanish Navy .

In 1717 he succeeded in transferring the Services of the Courts of the Casa de Contratación and the Consulate, which was based in Seville , to Cádiz, making Cádiz the only port for trade in the Indies . He was a knight of the Order of Santiago .
