He was born in Segovia on November 16, 1930. [ 1 ] Graduated in Law from the University of Madrid , he joined the body of State Lawyers by opposition in 1960. He was then First Lawyer in Vizcaya and in the Ministry of Public Works until 1968. Procurator of the family third by Segovia was appointed Minister of Information and Tourism between July 1976 and July 1977, in the government of Adolfo Suárez , [ 2 ] being the last head of this ministry. [ 3 ]
